The handheld version of Tom Clancy's EndWar is a hex-based turn-based strategy game similar to the Battle Isle series. The game is set in the 2020s and a conflict has arisen between the three major powers of the world: Europe, the United States and Russia. The single player mode allows the player to play a campaign for each of the powers. There is also a multiplayer mode for two players and a map editor which allows users to create maps.
The gameplay consists of two phases: action and movement. When one player is in the movement phase, the other is in the action phase. When the phase ends, the commands are executed, first the actions and then the movements. This means units can only move if they survive enemy attacks first. The player has access to both land, air and sea units depending on the mission. Units gain experience points when they damage and destroy enemy units. More experience points lead to more powerful and tougher units. To get more units, the player can capture buildings such as depots, airfields and ports which can produce a few more units. They can also be used to repair damaged units. Another building is the HQ. When captured, the player loses the mission. After losing a mission in campaign mode, it is possible to request reinforcement units during a new mission attempt.
The game's special tactical maneuvers include blocking and jamming. Blocking means that a unit's movement is limited when its path is threatened by an enemy unit. Jamming is surrounding an enemy unit with more than one unit, resulting in a combat bonus. The bonus depends on the position of the units. Placing a friendly unit directly behind the enemy for example leads to a 50% higher bonus. Different units have different abilities in combat. For example, aircraft can only attack other aircraft but not land or sea units. Some units such as artillery have greater range and can attack units several hexes away from them.
