Tobal No. 1 is developed by DreamFactory. The main feature of the game, according to Seiichi Ishii, is the ability to "move anywhere in a 3D plane, 360 degrees."3 The game was released in Japan on August 2, 1996.

Tobal No. 1 includes several game modes: a two-player Versus mode, a tournament mode, and a Quest mode. Quest mode takes the player through mazes where they learn the basics of the game, with the difficulty increasing as the levels progress. The game features eight characters, all designed by Akira Toriyama.
