The skies are populated with zeppelins, great battleships and flying fortresses. In this Age of Steel, the Motorhead Empire has conquered and enslaved nearly the entire planet. The last free nation, the Republic of Silverhead, attempts to overthrow the Motorhead Empire using their new weapon, the Flash Bomb.
Besides its unusual Steampunk setting, Steel Empire is a fairly traditional side-scrolling shooter. At the start of each level, the player has the choice between a strike plane and a zeppelin. While the plane is faster, the zeppelin has a longer life bar and can therefore take more damage. Both ships use the same standard weapon, which can be fired forward or backward, as well as bombs that are automatically dropped when fired. A limited number of flash bombs that damage or destroy all on-screen enemies are also available.
