Based on the animated television series of the same name, the Phantom faces off against the Biot threat, part of Maximum Inc.'s private army. Meanwhile, the giant corporation develops a new type of Biot to eliminate the Phantom.

The player navigates the Phantom through seven levels, completing certain mission objectives to progress. The player can acquire and use weapons with limited ammunition and gadgets such as invisibility. The game consists primarily of platforming levels, but incorporates a few vertically scrolling shooter levels. In some parts of a platforming level, the player must hack a computer in the form of a mini-game to bypass a locked door.
