Pac-Kong plays very similar to Donkey Kong. The player controls an "adventurer" (called Kong in some versions of the game) and must reach the treasures hidden by the evil octopus.
Each level consists of a series of platforms which are linked together by ladders. The only action the player can take besides moving is pressing fire to make the hero jump. This is necessary to bridge the gaps between some of the platforms. At the same time, the player must avoid the small octopuses as well as the clouds of poisonous gas which move randomly on the screen. Once the player has reached one of the chests at the top of the screen, they have won the level and a new treasure round begins. Pac-Kong can also be played by two players alternately.
There are different versions of the game that have different sprites for the antagonist, their weapons, and the protagonist, but are otherwise identical.
