GOAL! is a football game with an Exhibition mode and a Super Cup mode. In Exhibition mode, the player can choose from 24 different international teams and compete against the computer or another player in a single football match. Super Cup mode allows the player to select a team and play against the other three teams in the group on their way to winning the Super Cup.
Before a football match starts, players must choose a formation and set game options. Options include turning offsides on or off, fouls, radar (a mini-map showing where the players are positioned on the pitch) and whether to make the goal kick automatic or not. Players can also set the length of each half of the game, from 1 minute to 45 minutes.
During play, players play on level ground trying to get closer to their opponent's goal and then attempt to drive in a goal to score a point. The team with the most points scored when the time runs out wins the game.
