Dynasty Warriors 7 once again looks back to the fall of the Han Dynasty, and this time to the end of the Three Kingdoms era. Follow the story of three rebellious states that overthrew the Chinese Emperor in a conflict that sparked massive battles; exactly the genre the Dynasty Warriors series is known for. Plus, play as the Jin faction for the first time, the family and companions of Sima Yi who would go on to found the Jin Dynasty.

As in Dynasty Warriors 4, the story mode only features the stories of each faction (Wei, Wu, Shu, and Jin), although the playable character changes from level to level. In Conquest mode, the player chooses a character and fights their way through a map of China, completing battles with special objectives and earning stat points and new weapons. Enemy officers can befriend each other and will join the player in battle. Characters can now equip almost any weapon in the game, although they have affinity for some weapons over others. The two equipped weapons can be switched between them in real time, activating a switch attack and prolonging combo attacks.
