Due to the events of the first game, the world was shattered, forcing the red dragon, Angelus, to restore the magic seals and hold back the apocalypse. Over the next eighteen years, the Union took control of the country and captured the former soldiers of the Empire forces. The child priestess Mannah has grown up and lives in the company of these imprisoned forces. Among the Union forces, the Knights of the Seal were formed for the purpose of protecting the magical seals. General Oror of the Knights was out campaigning in the wilderness when he encountered a young boy, named Nowe, who was healed and able to speak to the Blue Dragon, Legna. Deciding to raise the boy as his son, Oror took Nowe and Legna back to Union. Hierach leader Seere recognized Nowe's potential and dubbed him "The Saviour".
